Alexa Popup Manager
The Alexa Toolbar is a great addition to any home or office computer and is equipped with a popup blocker. It has many different features, but does include the "Popup Manager" which blocks most popup ads.
Windows and Internet Explorer 5.0 (or higher) are required, but the app is totally free.
Each time a window pops up, the popup manager asks if you want to allow or block the popup. You can set the allow or block site-wide for each site you visit.
Some other neat features not related to popup blocking, but included are:
Web Search, Site Info, Related (WebSite) Links, and Tell a Friend (about the website you are visiting.)
Though the Alexa Toolbar isn't the best popup blocker, it is a totally free pop up blocker.
