Pop Up Sweeper
 Pop Up Sweeper is probably the simplest pop up blocker available. Just install it, and it works.
You don't have to load it, configure it, or figure it out. It automatically runs in your system tray (a small brown broom is the icon.) Click the icon to disable it, and right click it for the menu.
This is a very small app, a 710 kb download. It comes with a totally free trial.
This is not the most advanced or customizable app, but is simplicity at its best.
